「原発No!」の運動は人権を守り、平和構築につなぐ "No more nuclear power" movement leads to protection of human rights and peacebuilding

現在原発の処理、被災地における支援、復興、疎開先での受け入れなどやることは山ほどあり、皆さんはそれぞれの地域でできることを従事しているのですが、それと同時に、この原発の災害を二度と繰り返さないように長期的な予防策も考えなくてはなりません。昨日、被災地に支援をしてくださったジブチとアフリカ諸国のことをブログで書きましたが、物資的、金銭的や技術的な支援だけでなく、「原発No！」の啓蒙活動を進めることが世界にとって大きな貢献になるのではないでしょうか。原発の危険性を世界に広める、原子炉の建築計画を止める、太陽エネルギーと風力エネルギーの開発を進めるなどなど。これは当然政治や経済にもかかわってくることで難解かもしれませんが、意識と意思さえあれば実現できることだと信じています。

 

日本は世界で唯一原爆被害に遭った国にもかかわらず、私を含め、多くの人々が原発のリスクに関して無関心でした。経済大国の地位を維持するために、また国の発展のためには電力が必要、だから仕方がないとあきらめていた人もいたと思います。先日JICAの平和構築研修でアフリカからの研修生と話していると、「やはり国造りのためには日本のようにインフラがないと。人材育成はその次」という結論に研修生は飛びつくほどインフラの重要性を強調していました。「開発＝インフラ」と勘違いしている援助関係者が多いことも否定できません。3・11を通して、原発のリスクと隣り合わせにある工業化の不利、そして環境に配慮する必要性を、我々は(再)発見・確認したと思います。経済発展が著しいBRICs（ブラジル、ロシア、インド、中国)もこの教訓をもとに、経済方針を考慮してもらいたいものです。

 

私は平和構築や人権の活動に関わっていますが、環境にやさしいエネルギーの普及は人々の健康的で安全な生活を確保し、その意味では世界の人々の人権を守り、それによって平和づくりの実現につながります。現在予防策として、世界の知人や知り合いに、「原発No!」の運動を進めるようにお願いしています。皆さんも世界にいる友達に同様のメッセージを流してくだされば、嬉しい限りです。

 

Presently, there are a number of actions taken for the Eastern Japan’s crisis, such as dealing with the nuclear power station, assisting the displaced persons, displacing victims to the safe area, and reconstructing the damaged area etc. However, at the same time, we need to think about long-term strategy to avoid another similar disaster. Yesterday, I wrote in my blog about the assistance offered by Djibouti and some African countries, but apart from relief supplies, financial and technical assistance, sending a msg “no more nuclear power!” will be a great contribution. Circulating the info on the nuclear power’s danger, stopping the construction of reactors, and developing solar and wind energy etc. Obviously, this needs political and economic decision, however, these actions can be taken place with strong consciousness and will.

 

Although Japan was the only country victimized by the atomic bomb, many people, including myself, was indifferent to the danger of nuclear plant. Some of us must have thought “there is nothing we can do about it as electric supply is necessary in order to sustain Japan’s economic position, or to develop.” I was recently involved with JICA’s (Japan International Cooperation Agency) Peacebuilding training, where some trainees from African countries tended to jump to the conclusion that “in order to build a country, infrastructure is the priority, followed by human resource.” We can not deny the presence of some development workers, who misunderstand that “development = infrastructure.” Certainly, we all (re)learned or (re)confirmed through 3/11 the disadvantage of industrialization which lies side by side with nuclear power’s danger as well as the need to consider the environmental effect. Hopefully, those BRICs countries (Brazil, Russia, India and China), which are developing economically, will reconsider its economic policy.

 

Being involved with peacebuilding and human rights activities, I believe that environment-friendly energy can assure people’s health and safety, which leads to protecting human rights of all the people and finally to building peaceful world.  I am now spreading the “no more nuclear power!” msg to my friends in the world as a preventive strategy. Thank you in advance for your cooperation in taking the same action as well!
